From the National Sherriff's Association:
"Research has concluded that crime is higher in 'socially disorganized areas' marked by weakened informal control due to an erosion of shared norms. . . . Since formal control organizations (specifically law enforcement) cannot be in all areas at one time, informal control by residents is necessary if that community is to experience low crime rates."
Bob Hutchinson, President & Founder Wireless Industry Association says, "With a bad economy, down-sliding local tax bases and budgets I hope residents "neighbor-up" and immediately improve neighborhood communicating. We've got to start talking again. Isolation from neighbors defeats neighborhood cohesion and informal control and fuels escalation of property and violent crime."
Due to public apathy, lack of public safety funding, municipal budget cutting of law enforcement resources and personnel, it is more and more up to citizen Neighborhood Watch programs to take more responsibility for protecting neighborhoods from property and violent crime. As a result of loss of personnel, local police response times have become too lengthy for effective action against crime in the community.
